This can be done with regular fabric of course, but using felt means not only a soft surface for the phone, but also no extra seams on the inside which could add bulk.
The result is a fairly sleek package in spite of the embroidery embellishment.
This simple cell phone cover (slip) was made on felt. I used a design from Anita Goodesign's "Seed Packets" and embroidered the front. I attached a simple felt piece on the back, cut to about 7/8 of the size. I used a straight stitch all around to attach the front and back, and zigzag scissor cut all the way round for an attractive, strong edging.
